Re boats license on salt water? - boat lights river fishing

I think to get a boat for fishing on the bottom line of the River Clyde. (Glasgow Alisa Craig) told me that you need a license.so May my question is .... I need a license for boating atoll.or certificate?. . . . Previously I did not need a boat something I have not ventured far from shore.i a crisis, the lighting and other safety devices required.and I know the river does not flow well.
